Abstract

Agile manufacturers depend on low cost, abundant electricity to remain competitive in the global marketplace. Self‐generation of electricity or cogeneration of electricity and thermal energy at the manufacturer’s location can provide both economical and uninterrupted service. Generation methods are standby, peak‐shaving, baseload, commercial, and mobile generation. Each of these represents opportunities in agile manufacturing. The number of countries that have deregulated, market‐driven electrical utilities are growing and will include most of Europe and the USA by 2005. The demands of agile manufacturing are to produce high‐quality, market‐sensitive products at the lowest possible cost in an environment that has constant dynamic changes. Cogeneration will provide both flexible and cost‐efficient electricity as part of an overall energy strategy. Further, it will provide an agile energy resource that will complement the pursuit of competitive advantage in the global market for customized goods and services.

The observations in an article upon British wines which appeared in the January issue of the JOURNAL have occasioned the publication in The Wine and Spirit Trade Review of some comments endorsing views which we set forth, and also the publication in the same periodical of a letter addressed to the BRITISH FOOD JOURNAL, from Mr. G. Gordon Watt, of Messrs. Lamb & Watt, Ltd., in which he protests against certain views which he attributes to us, but which, in fact, are nowhere to be found in the article in question. The policy of this JOURNAL for the last nearly fifty years has always been to encourage and assist the producer of good and genuine products, and our duty to the public and to the honest manufacturer is to call attention to practices which we consider are not in the best interests of either. We do not underrate the position which the British wine industry has won for itself; the fact that in pre‐war years some six million gallons of these wines were produced and sold, sufficiently attests their popularity and the need which the industry meets, and undoubtedly it has played an important part during the war years in filling the gap created by the almost total exclusion of the importation of foreign wines for the British market. British wines are perfectly good and genuine products and occupy a legitimate position in the beverages of the country provided that they conform to the descriptions under which they are sold. In this connection we adhere to the opinion which we have already expressed, that where wines bear a foreign appellation, such as “Port Type,” “Sherry Type” or “British Sherry,” the purchaser is entitled to expect that the fruit of the vine is an essential part of the raw material used in the production of the wine. It has been suggested that it would be useful to both makers and consumers if some standard could be established for British wines which would prevent the sale under that description of concoctions which have none of the attributes of wine. In the event of standards ultimately being established, we are of the opinion that for the purposes of preservation it is desirable that wines of the Port and Sherry types should contain 28/29 degrees of proof spirit.

Abstract

Regulations which have for their object the correct labelling of pre‐packed foodstuffs have been drawn up and issued by the Ministry of Food from time to time as the need for such regulations became evident. Every manufacturer of such foods has without doubt made himself acquainted with these regulations, as well as those whose duty it may become to investigate the nature, substance and quality of any sample of such foodstuffs as may be submitted to him. In spite of this a few general observations may, we think, be of interest to readers. The Ministry of Food was not established primarily either for purposes of historical research or record. Its purposes are more immediate and practical, still the future student of social conditions of these times may in cursorily perusing these regulations and in the assumed absence of other evidence wonder how we managed to survive in health and pocket. However, a “little leaven leaveneth the whole lump.” The misdeeds of the few tend to bring discredit on the many. The regulations have been drawn as much to help the honest manufacturer faced with illegal competition as to discomfort those who by wilful misdescription have endeavoured to raise the practice of adulteration and misdescription of food‐stuffs to the status of a fine art for their own benefit. Conditions created by the war and its after effects are still acutely felt, and are likely to be for a long time to come, in the form of scarcity of many ordinary food‐stuffs and enhanced prices for all. In addition to this, but not exclusively due to the after‐effects of war, increasingly large quantities of pre‐packed and in some cases highly processed foods have been put on the home market. Pre‐packed food is officially described as food made up in advance ready for retail sale in a wrapper or container. The weight or measure must be correct under penalty. Obviously over the counter sales under these conditions demand at least that the legend on the packet label shall be a true statement of its contents. The printing on the labels must also be legible and conspicuous. But, after all, these give little protection to the purchaser, who, by the nature of such a transaction, cannot examine the contents of the packet on the spot. Records of legal action taken under the Food and Drugs Act for the exposure for sale of foods which analytical examination has shown to be of questionable quality are of everyday occurrence, and such foods must in many cases, when sold in packet form, have been misdescribed or incorrectly labelled. These, however, call for no particular notice here. Attention may be recalled to a statement in the main order, No. 1447, 1944, that forbids claims of a general nature as to vitamin or mineral content of a food being made on wrapper, container, or unattached label except for certain vitamins and for calcium, iodine, iron, and phosphorus enumerated in Schedule 1 and 2. No claim shall be made for these either on label or by advertisement unless the amount of these in milligrams per oz. or fluid oz. be stated. It is certain that if many of the articles whose questionable nature has made them the subject of prosecutions under the Food and Drugs Act had been correctly labelled no one in his senses would have thought of buying them. It is, unfortunately, no less certain that a prosecution also suggests successful sale in possibly hundreds of instances. The term food is defined in the main Order as any article used as food or drink for human consumption, and any substance used in the composition or preparation of food, also any flavouring, sweetening matter or condiment, or any colouring matter for use in food. An article shall not be deemed not to be a food by reason only that it is also capable of being used as a medicine. The labelling provisions of the Labelling of Food (No. 2) Order is now amended by an Order, No. 1550 of 1945, so that “sweets,” including British wines and spirituous liquors containing not more than 40 per cent. of proof spirit, are brought within the field of operation of the main Order. In the case of liquors, other than spirits, with a fruit basis, and rhubarb is included in such fruit bases, the nature of these bases must be “appropriately designated” with a specific name in clear block letters not less than one‐eighth inch high with the minimum alcohol content expressed as “per cent. by volume” or “per cent. proof spirit.” This amending Order, in so far as it relates to retail trade, comes into force on April 1st, 1946. It may be added that if a liquor, other than spirits, is not made wholly or in part from fruit, the fact must be stated, together with the alcohol content. The same condition applies in the case of spirits. Unless a liquor, so far as its fruit content goes, is not derived exclusively from grapes, it must not be described as “wine.” If a fruit other than grape has been used the word wine on the label must be preceded by a word, specifying the name of the fruit used, in identical lettering. It is to be hoped that the new regulation briefly referred to above will do something towards clarifying the conditions relating to the sale of alcoholic liquors. The Ministry has stated its willingness to give the trade all possible help in the labelling of alcoholic liquors, of which there now seems to be a very large number of varieties. We may, however, remark that men can no more be made moral by regulations than by Acts of Parliament. It follows, therefore, that when the interests of legitimate trade have been dealt with the misdoings of a residuum will still demand attention. It is likely that as conditions gradually tend to become normal some of the wrong doers may conclude that the game will not present such alluring prospects of immediate gain, but for all that there will still be some who will continue to gamble on the chances of non‐discovery. It seems to us that if people of their own free will choose to place themselves on a level with the common thief they should, if convicted, be treated as such, and that penalties should be not merely a fine, which in many cases they write off as a bad debt, but, as the man in the street has already made a liberal contribution to the finances of these gentlemen, the man in the street would also not be unwilling to give him a holiday free of charge as an acknowledgment of his activities.

Abstract

IN the October number of THE BRITISH FOOD JOURNAL, while disclaiming any intention of supporting or opposing any political party or any section of politicians, we stated our opinion that the fiscal policy which has been outlined before the country by Mr. CHAMBERLAIN is eminently one which requires to be put to the test of experiment and which cannot be profitably argued about upon theoretical bases. In connection with the allegation that by following the policy of leaving our doors open to those who shut their own doors in our faces, we are able to obtain goods at less expense than would be the case under other conditions, we pointed out that it would be well for the public to consider whether that which is so cheap may not also, to a great extent, be particularly nasty. The desirability of considering the nature and quality of so‐called “ cheap ” foods, supplied to us by various countriies without restriction, does not, as yet, appear to have entered the heads of those who have made matter for political controversy out of what is, in reality, a scientific question. The facts are not sufficiently known, or, in consequence of the proverbial carelessness of our generation, are not clearly appreciated. And yet, as it seems to us, some of those facts are of paramount importance to those who desire to study the subject in a calm and scientific manner and outside the region of political turmoil. What do we get from the various countries whose producers and merchants are free to “dump” their goods in this country without the restrictive influence of duty payments? Great Britain has made it known to all the world that “Rubbish may be Shot Here,” and we venture to say that the fullest advantage has been taken, and is taken, of the permission. From America, France, Germany, Italy, Holland, and Belgium, in fact from every producing country—including now even Russia and Siberia, we get inferior or scientifically‐adulterated articles which are sold to the public “ cheap.” Milk and butter scientifically adulterated, or produced under improper conditions in such a way that their composition becomes the same as physically‐adulterated products, condensed “milk” minus cream, cheese practically devoid of fat, or “ filled ” (as it is called) with margarine, all reach us in enormous quantities from most of our near and dear neighbours. Butter and certain wines and beers, loaded with injurious ‘ preservative” chemicals and the sale of which is prohibited in the country of production, are sent to the easily‐entered British “dumping‐ground” for the delectation of its confiding inhabitants. “Tinned” foods prepared from raw materials of inferior character or of more than questionable origin, are copiously unloaded on our shores to feed our complaisant population,—instead of being consigned to the refuse destructors which should be their proper destination; while, every now and then, when something worse than usual has been supplied, representative specimens of this delectable class of preparation are proved to have caused outbreaks of violent illness—those so‐called ptomaine poisonings which, of late years, have increased in number and in virulence to so distinctly alarming an extent. Flour made from diseased or damaged grain, or itself “ sick ” or damaged, and so “ processed ” as to mask its real condition; flour, again, adulterated with other and inferior meals, are “ goods ” supplied to us in ample amount for the benefit of those whose mainstay is some form of bread or flour‐food. The list might be continued literally ad nauseam.

Abstract

In an article on “Scientific Societies and Alien Enemies,” which appeared in the May issue of The British Food Journal, we expressed the hope that every British Scientific and Technical Society would take immediate steps to expel all foreign members who are to be numbered among the enemies of Great Britain and her Allies, and that each Society should pay special attention to the necessity of purging itself particularly from any existing German taint. Having stated that we were waiting to learn what had been done, or is to be done in this matter by such bodies as The Chemical Society, The Institute of Chemistry, The Society of Chemical Industry and the Royal Society— mentioning only a few of the institutions in whose lists of members the names of enemy aliens appear—we took occasion to point out that the Chemical Society and the Society of Chemical Industry, especially, were probably in need of drastic purification. Since that article was written it appears that the Council of the Chemical Society has taken the matter into consideration and, in this connection, we have been requested to publish two letters addressed to the President of the Society by one of its Fellows together with the President's reply. We comply with the request in view of the facts that the points raised by this correspondence are of public importance and that their application extends far beyond the mere question of a controversy within the narrow circle of a particular scientific body. COLONEL CASSAL, to whom we are indebted for supplying us with copies of the letters referred to, makes the following caustic remarks, with which we fully agree, in a covering letter:—“It will perhaps hardly be credited, but the fact remains, that the Council of the Chemical Society of London, one of the oldest scientific bodies in this country, which, on that account, if, unfortunately, at present, on no other, may possibly be thought to be entitled to some sort of public respect— has refused to take the necessary steps to bring about the immediate expulsion of the alien‐enemy members of the Society, among whom it is practically certain that there are several persons who are acting as expert advisers to the German Government in regard to the use, by their hordes of criminals, of corrosive fluids and poisonous gases in contravention of the universally recognised laws of honourable warfare. It will be seen that in its futile endeavour to find an excuse for its failure to discharge a plain duty the Council has hopelessly stultified itself, and there can be no doubt that the vast majority of the Fellows of the Society will repudiate the ludicrous and self‐condemnatory resolution which, at one and the same time, brings contempt on the Society and ridicule on the Council.”

Abstract

The 58th Annual Conference of the Sanitary Inspectors Association was held at Margate from September 10th to 14th. Mr. F. Willey, Parliamentary Secretary to the Ministry of Food, addressed delegates on September 12th, when discussions were devoted exclusively to clean food. He spoke of the valuable work being done by local authorities, and regarded education as more than half the battle. Referring to the Food and Drugs Acts he said it was now being considered whether wider powers were necessary in order to keep abreast of current trends in the food manufacturing and distributive industries, with advances in sanitary sciences and practice, and with enlightened public opinion.

Abstract

The objective of the research presented in this paper is to explore the factors associated with company failures in the context of the construction industry. To that end, the four quadrants of an ‘environment/response’ matrix developed by Boyle & Desai (1991. Journal of Small Business Management, 29, 33–42) are populated with Dun and Bradstreet's US business failure data for the construction industry. The study indicates that budgetary and macroeconomic issues represent 83% of the reasons for construction company failures. This implies that firms that take vigorous administrative measures to address budgeting issues and that react promptly to economic conditions by implementing appropriate strategic policies should be able to avoid failure. On the other hand, issues of adaptability to market conditions and business issues appear to have limited effects on company survivability (6% of the reasons for failure). This implies that administrative measures to fend off internal conflicts that originate for reasons beyond management's control and long‐term strategic decisions to regulate the firm's adaptation to market conditions can also help to prevent failure. An ‘input/output’ model appears to explain the business failure phenomenon better than the ‘environment/response’ one.

In America they do not tell Englishmen the story of George Washington and his exceptional devotion to the truth. The reason for that is, I think, because they are too busy telling us yarns illustrative of their conviction that we are entirely devoid of any sense of humour, the favourite, of course, being the one about “we eat what we can and can what we can't.” But even if we are dense and slow‐witted and have no Washington story, we are not without our Washingtons. Myself, I have discovered one and in the most unexpected of situations—in the milk trade, in fact, It was not with a little hatchet he said he had done it, of course; it was with his little bucket. And having prefaced his statements, as did the illustrious original, with the ringing declaration “I cannot tell a lie,” he explained just how the water found its way into the milk. It was because, taking his little bucket and filling it with water, he went round all the milk pails and he swilled them out and then added all the rinsings to the churn containing the milk, all ready for distribution. It was not that he wanted to adulterate the milk; it was that he wanted to make sure that no single drop of milk given by the cows was lost. Not for a moment did it occur to him that the rinsings consisted mainly of water and that the bulk of the milk would be diluted to such an extent that in the churn containing 7½ gallons about a gallon was water. How there could be so much, my lacteal Washington could not understand, as for rinsing purposes he was convinced he used no more than a pint. No one in court or in the witness box could tell him, or his judges either for that matter, and so it finished up with him being called upon to pay a fine of £10 with costs £2 18s. And all because he used his little bucket as he ought not to have used it. I forget what G. Washington's father did to him for demolishing the cherry tree with his little hatchet. The next time I am in America, interrupting somebody's funny story about the uselessness of expecting an Englishman to see anything funny in a funny story, I must ask about this.

Abstract

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.

Abstract

The investigation here reported was undertaken to determine certain physical principles and their application to dehydration problems in general. The project was not carried to the point where it was possible to consider the modifications necessary for the different varieties of fruits and vegetables. Factors leading to the deterioration of dehydrated products and the relation which the condition of the fresh material may bear to this deterioration are important phases of the problem not here considered. Spoilage of raw food is due principally to the growth of moulds and bacteria. This growth does not occur when the soluble solids are sufficiently concentrated through the reduction, by drying or by other means, of the water present in foods. Even if they are not killed, the moulds and bacteria remain dormant and harmless in the absence of a suitable medium for their growth. Changes in composition, flavour and appearance, however, may also be brought about by the action of the enzymes present in practically all foodstuffs. As these natural catalytic bodies are not always inactivated by the treatment which stops mould and bacterial action they must be considered in working out methods of dehydration. The outstanding advantage of drying as a method of preserving foods is that the weight and bulk of the products are greatly reduced, thus making possible economy in storage and transportation. The production cost of dehydration compares favourably with that of canning. Dried fruits and vegetables are almost as convenient for use in the home as the fresh products. They need no peeling or other preliminary treatment, and soaking and cooking can often be combined. Only the quantity required need be used when the package is opened; the rest will keep in good condition for a reasonable time. “Dried,” “sun‐dried,” “evaporated” and “dehydrated” are the terms most commonly used to describe dried products. Dried indicates drying by any means; sun‐dried indicates drying without artificial heat; and evaporated implies the use of artificial heat. Evaporated refers more particularly to the use of artificial heat in driers depending for their air circulation on natural draught, while dehydrated implies mechanical circulation of artificial heat. The commercial dehydration of fruits has reached a more advanced stage of development than has the commercial dehydration of vegetables, owing largely to the fact that the public is familiar with sun‐dried and evaporated fruits, whereas it knows comparatively little about dried vegetables. During the World War 8,905,158 lbs. of dehydrated vegetables, divided as follows, were shipped to the United States Army overseas: Potatoes, 6,437,430lbs.; onions, 336,780; carrots, 214,724; turnips, 56,224; and soup mixture, 1,860,000. In the years immediately following 1919 the drying of vegetables declined rapidly, and for the last 10 years or more production has been compartively small. To be successful, a dehydration plant must be built where fresh materials are plentiful and reasonable in price. A diversity of products makes possible an operating season long enough to keep the overhead expenses down to the minimum. The products dried, however, should be limited to those for which a ready market exists. The only satisfactory method of operating is to contract for a sufficient acreage to take care of the needs of a plant at a price which will permit both the grower and the drier to make a profit. Material to be dried must be carefully sorted so as to be free of mould, decay and other defects that would lower the grade of the finished product. The stone fruits (apricots, peaches, cherries and plums) must be sufficiently firm to permit mechanical pitting without tearing. Where they are prepared by manual labour they must not be so soft as to stick to the trays. Apples and pears must not be so soft as to crush in the coring and peeling machines. Berries, cranberries and grapes are usually dried whole. Fruit that needs trimming must be avoided, as it not only adds to the cost of operation, but also lowers the grade of the final product. Vegetables, such as beans (snap), cabbage, carrots, celery, corn, parsnips, potatoes, pumpkin, spinach, squash and turnips, are sliced, shredded, diced or cut in desired pieces before drying. Dehydration does not improve the quality of fresh fruits or vegetables, nor does it provide for the satisfactory use of unsound products. At best the process can only conserve the original constituents of the foods, minus replaceable water. Careful handling reduces labour and waste. Bruised tissue is especially susceptible to discolouration and decay. Individual pieces prepared from good stock are more uniform and attractive than those from heavily trimmed stock. Raw materials should be as carefully washed and cleaned for dehydration as for table use. Much of the washing machinery used in canning is suitable for use in dehydration plants. A rotary cylindrical washer equipped with a water‐spraying system is very satisfactory for washing many types of products. Soft or easily broken fruits and vegetables may be washed by passing the trayed material between several sprays of cold water. The segregation of fresh fruits and vegetables according to size facilitates both the preparatory handling and the drying. One type of grader consists of a perforated metal plate, 3 by 10 feet, or larger. The perforations are in sections of varying size, and the plate is inclined and mechanically agitated in order to insure an even flow of the material in one direction. The product is separated according to size by being passed through the perforations. Perforated plates are also used in stacks. Several plates, each stamped with holes of a uniform size, the holes varying in size with each plate, are set one above the other, with 6 inches or more between plates. They are arranged so that the holes are progressively smaller from top to bottom. Another grader sorts out easily rolling materials according to diameter. As a mechanically driven cable rolls the materials along an opening that increases in width, the product falls through and is collected according to size. A grader based on the same principle passes the product down a chute the floor of which consists of rollers placed at increasingly greater distances apart. As the product rolls along the chute it is separated in progression according to size.
